Prepare documents and submissions required to meet the regulatory requirements.
Represent and be the voice of the utility in meetings and sessions before Ontario
Provide advice to ensure that the utility operates in continuous compliance with
the Ontario Energy Board.
Provide impact assessments to the utility and draft positions papers in response
to reports released by regulators
Through the Rate Making Process, highlight opportunities for cost savings and profit
Support the utility on business issues within the context of the regulatory requirements
of the Ontario Energy Board.
Enhance the utility’s understanding of the regulatory regime and enable utilities
to achieve their goals within the parameters of the regulatory environment.
Project Management and Reporting; Working with utilities on Project Plan that includes
target dates for major milestones, progress metrics and identification of key issues
to be addressed in the upcoming period.
Evidence drafting; Helping utilities convince the stakeholders of the validity of
the argument by using evidence effectively.
Data Integrity Check; Ensuring the reliability of the information which is composed
of four core attributes: completeness, timeliness, accuracy/correctness and validity/compliance.
Application Review; Working with utilities and its Board of Director in reviewing
and addressing strategic direction, potential gaps or exposures, consistency, editorial
aspects and numerical precision.
Application Production and Submission; Coordinating, as needed the printing, assembly
and delivery of the application, as well as CD-burning and uploading the electronic
submissions to the Ontario Energy Board.
Interrogatory Support and Final Submissions; Preparing the utility's responses to
interrogatories, final submissions and arguments in chief.
Technical conferences and settlement conferences; Technical conferences and settlement
conferences are being used more frequently to address complex or contentious issues
in re-basing applications prior to an oral hearing or the argument stage of a written
proceeding. Tandem provides strategic and tactical advice to the utility to put them
on equal footing with other parties who have extensive experience in such forums.
Draft Rate Orders; Preparing draft rate orders upon issuance of the final Board decision
on a rates application. This typically involves the finalization of the cost allocation
model, updating the rate design models, preparation of the Tariff of Rates and Charges
and final bill impact analysis.
Preparing various other applications (i.e. Smart Meter and Special Dispositions,
Z-Factor applications, and special purpose applications.)
Tandem conducts Special Studies that are required as part of a Cost of Service Application.
These special studies include but are not limited to; Load Forecasting, Cost Allocation,
Asset Management Plan, Lead-Lag Study for Determining Working Capital Requirement,
CDM - Annual Reporting, LRAM, Incentives, OPA Conservation Fund Pilots, Integration
into Load Forecast, Green Energy Act Plans.
